Lékárníci: Potřebujeme vědět dopředu, co dělat s padělaným lékem

Lékárníci potřebují vědět předem, co budou od února dělat při podezření na padělaný lék, musí upravit lékárenský software. Kritizují Státní ústav pro kontrolu léčiv (SÚKL) a ministerstvo zdravotnictví, že zatím potřebné informace nemají. Novinářům to dnes řekl prezident České lékárnické komory Lubomír Chudoba.


Od února bude muset lékárník při výdeji léku načíst z krabičky kód, který ověří pravost léku v databázi od výrobců. Opatření schválila EU kvůli padělání léků. Ministerstvo kritiku odmítá, dříve opomíjené lékárenské péči se intenzivně věnuje a kroky s lékárníky diskutuje, uvedla mluvčí resortu Gabriela Štěpanyová v tiskové zprávě.

„Musíme vědět, jak si státní správa představuje procedury, pokud bude podezření, že jde o padělek. Potřebujeme to i pro naše softwarové firmy, které musí postupy implementovat do lékárenských programů,“ vysvětlil Chudoba. Lékárníci také žádají od pojišťoven peníze za to, že budou muset kvůli kontrolám změnit software a nakoupit nové čtečky kódů.

Lékárnická komora se v sobotu sešla v Praze na mimořádném sjezdu. Řešila také problémy v dodávkách léčiv. Odmítá, aby každý lék dodával monopolně jen jediný distributor. Podle zákona musí lék dodat do dvou dní poté, co ho lékárna objedná. Chtějí kvůli tomu i žalovat SÚKL, podle něj je ale současný zákon nevymahatelný. Ministerstvo uvedlo, že chystá jeho změnu na nový systém, kde by povinnost lék dodat neměl distributor, ale výrobce.

„V současné době není SÚKL schopen vymáhat od čtyř distributorů. Jak bude vymáhat od několika stovek firem?,“ řekl Martin Kopecký z Grémia majitelů lékáren. Podle lékárníků je také problém, že některé lékárny jsou majetkově spojené s distributory. Kopecký uvedl, že nedostatkové léky dodává distributor do svých lékáren. Od prosince 2017 podle něj grémium eviduje kolem 800 podnětů na nedodání léků.

Některé léky chybí v důsledku jejich vývozu do zahraničí, kde jsou dražší. Ročně jde o léky za 3,5 miliardy korun. Lékárníci žádají, aby byl zveřejněný seznam léků a firem, které je vyvezly. „Současný zákon o léčivech neumožňuje poskytovat informace o objemu dodávek léčiv ve vztahu k jednotlivým distributorům,“ uvedla mluvčí ministerstva. Ministerstvo ale případnou změnu zákona, která by to umožnila, podpoří.

Komora předložila ministerstvu vlastní návrhy, jak by bylo možné situaci řešit. Žádá, aby se jimi zabývalo a s komorou se opět sešlo. Řešit chtějí také různé ceny, které podle nich distributoři dávají nemocničním a ostatním lékárnám. Lékárníci proto žádají jednotné doplatky na léky.

„Ministerstvo s lékárníky diskutuje všechny možné varianty řešení jednotlivých problémů v této oblasti. Lékárníci jsou členy všech pracovních skupin na ministerstvu a jsou tak bezprostředními účastníky všech zásadních změn, které se jejich segmentu dotýkají,“ uvedla Štěpanyová.

Požadavky na finanční kompenzaci za ověřování léků považuje ministerstvo za neopodstatněné. „Lékárenský segment v rámci dohodovacího řízení uzavřel dohodu se zdravotními pojišťovnami, která počítá s nárůstem úhrad v tomto segmentu o půl miliardy korun. Lékárníci ve vyjednávání s pojišťovnami argumentovali, mimo jiné, právě vícepracemi v souvislosti s takzvanou protipadělkovou směrnicí,“ dodala mluvčí.
